Missile weapons and flight time - Guild Wars Forums

One of the guides here lists the flight time for various bows. I'm not exactly sure what flight time means. Is it the time required for an arrow to hit its target when fired at the bow's maximum range or is it over a range of 70 since that's the lowest maximum range for bows? Any information would be most appreciated. Thanks in advance.
